Biography

Reginal B. Barner, Sr. recently retired from 24 years of service as Director of the Housing Authority of the City of Aiken where he oversaw the coordination of public housing and community and economic development projects and initiatives throughout the City of Aiken while leading the charge of revitalizing underserved neighborhoods and communities throughout the State of South Carolina through the creation of Community Development and Improvement Corporation. Mr. Barner currently serves in the capacity of Interim Executive Director of Spartanburg Housing Authority where he directs the programs and services of the authority and serves as the point person for major housing initiatives. An accomplished professional with over three decades of experience in urban planning, government affairs and real estate finance, Mr. Barner is well known in the southeast affordable housing circle and has had great influence throughout the region. Mr. Barner has deep expertise in affordable housing finance and community development as well as a strong track record for developing successful collaborations among government, private sector, nonprofit and community partners. In 2013, CHAMIRE Holdings, LLC was formed as a collaborative business venture with Reginal and Charles Johnson, former Defensive End of the Carolina Panthers serving as the lead investor. Reginal is the managing partner for CHAMIRE Holdings, the parent holding company for a diverse portfolio of affordable and workforce housing development projects and franchise business enterprises. Since its inception in 2013, CHAMIRE has quickly excelled as industry leaders thus allowing for rapid expansion and growth opportunities to include a partnership with two former NBA champions, Devean George and Kevin Garnett. Along with Charles, they formed CGG Holdings, LLC a housing and development LLC. He is a solution-oriented leader the believes in effective communication and consensus building to achieve positive outcomes for the community. He attended both Paine College, Augusta, GA and Southern Illinois University – _Carbondale for a Degree in Health Care Management, Fort Gordon, GA campus. He also maintains many certifications: Executive Housing Management Certification from Rutgers University; Mortgage Specialist Certification from Capstone Institute; and, certification as a Housing Finance Development Professional from the National Development Council (NDC). Mr. Barner uses his experience and expertise as a consultant and member of numerous advisory boards and has been recognized throughout the community for his efforts and service.
